Take the stairs up, until you reach some pots on your left and you will notice there's no railing. Break the pots and walk to the edge, you will see a narrow ledge below. Drop carefully and you will find the Rune Sword alongside a Rune Shield. Can be dropped by Ostrava, of Boletaria (Black Phantom)
